my car payments are to high they won't let me refianice and they told me to tell the bank that I dont want the car anymore and the bank will take it do I still have to pay the note?

a car dealer told me to tell the bank that I dont want my car anymore and he said that I wouldnt have to pay for it anymore is that true because my car is only worth 15 but I’m paying 32 on it I been rob at the dealer.
