Was this a proper statement for a new Police Chief to make to the public?

When our new Police Chief was first apponted by the Mayor, the chief went on televison and stated, “i plan on making this city the safest city in America with the lowest crime rate”. was this a proper statement for a new or any police chief to make? i understand the intentions of the statement, but being realistic, is there really anyway to make any city or town safe from crime? you can manipulate the figures so it appears the crime rate is down, but thats not the truth and thats not my point. since no one can predict the number of homicides in a given city, then how can the chiefs statement have any merit? Question: how can the future crime rate of a city be predicted, since the number of homicides are unpredictible?
