Can you help me with my windshield wiper question?

I drive a 1995 ford mustang. My windshield wipers seem to only work when the turn signals are on or when my brights are on. Other than that it only works on the two fastest speeds when they are on without brights or the turn signals. It didnt pass safety so I need to know what I need to do to have it fixed. Would it be the switch, the motor, or something else?
