Do the manufactures of consumer goods deliberately make their packaging "open proof"?

I can’t believe I’m wasting my last question on this, but I just spent about 10 minutes trying to wrestle the foil lid off of a couple of pudding snacks! I finally stabbed the suckers and won.

And, like, the way they seal toys and curling irons and things so you need a chain saw to open the package? WHY DO THEY DO THAT???!!! I can understand the anti theft thing, but doesn’t it seem awfully extreme at times?
