Best resource for free brush downloads?

Looking for photoshop or gimp brushes that are free to download. Preferably somewhere that I can download them and do pretty much whatever I want with them.
DeviantArt is nice for selection, but the terms depend on each individual artist. I’m looking for something a bit more generic…. but a selection.

Does such a thing exist?
