How can one convert an unused, older iPhone into an iPod?

I have one that connects to iTunes but cannot get past the requirement to activate a phone plan.
It currently only shows the screen to plug it in to iTunes and is bricked.

Is there ray way to hack it or override this so we can use it as an iPod touch?
