Can someone explain the general section guidelines to me?

Inspired by the thread on this question.

I just don’t get it. I thought I asked the question in such a way to avoid receiving answers like “a sunrise” or inspiring the debate that ensued.

What consistutes on-topic “discussion” in a general question? What is off-topic? What is unhelpful?

Sorry if I seem dense, but I must be missing something here.
