How long can grocery store keep chicken under the warmer to be sold?

My husband didn’t pay attention to the time it was made and it said 20 minutes to 11. and it is now 3:30. Is that chicken still good? should not have the chicken been pulled? Isn’t there some health risks? That was that dryiest, yuckiest, chicken he has have ever boughten. I would like to know before I call and complain to a manager.
