Would it be possible to make a sub-vocal recording device?

Would it be possible to make a recording device with a tiny microphone pressed against a person’s throat or jawbone, pick up everything that a person whispers or sub-vocalizes, and converts that sub-vocal speech to text, and save that text to a text file on a thumb drive? Just wondering, is all…
