Is it legal for a child under the age of 10 to ride his bike without a helmet in virginia?

There is this kid in our neighborhood who speeds through the parking lot at 9:30 pm without any reflectors or even a helmet. Everytime I see him he is unsupervised and when its really late he is alone.
I keep thinking that this is not going to end well for him someday. There are a lot of big vehicles in the parking lot that really limit views when pulling out. Plus, I’ve seen this kid speed by without even looking to see if any vehicles are pulling out.
I’ve thought of calling the cops but I don’t even know if it is illegal in the state of Virginia for him to be a minor out at 9;30.
Can’t speak to his parents. Dad is a douche and mom must not care to let a child out alone at those late hours.
Even though the child is a terror (what I heard by 3rd party), I feel sorry for him. He doesn’t know any better and his parents can hardly be called parents. He’s out from the time he comes from school till late evening running the streets.
Sorry for the long story but I detest neglectful parents.
Is there something the cops can do?
