What housing programs are available to first time home buyers in Wayne County Pennsylvania?

My husband and two little ones are leaving the Big Apple for a more quiet retreat in the mountains of PA. Do you know of any programs (government or otherwise) that offer grants, or any thing else, for first time home buyers in Wayne county, PA? Is the First time home buyer from the government still being offered?
