(NSFW) What is a panty flogging?

Okay, so on an answer to one of the questions I asked, some one mentioned a panty flogging. I can’t find the question, but the question went on for about 400 answers about panties and flogging.

What is it, who started it, and can we have one?

Well, panties are underwear for women, and flogging is another term for whipping. So either whipping someone with panties, or whipping someone’s panties (or, presumably, their bottom still encased in the panties). This is in the kinkier realm of sex, and no, I will not flog your panties till you at the very least turn 18.
