How can an adult in Canada receive academic acceleration in universities?

How do people get Ph.D’s at age 19… Can you tell me a true story of anyone has accomplished similar feats?

Everything you know must be over the top (kobe system style) and then you must have someone to vouch for you believing you should be entered into the next grade level.
