Best Video Camera??? (under $75)

What is the best Video Camera Quality-wise under about $75.00?

Cant get a link for ya cause im on my nook, but I got a really nice Kodak mini cam for $50. Takes pretty good video and is water proof. For 100 you can get one like it that shoots in HD
