How can neobehaviorism be best exemplified?

I understand that Edward Tolman introduced the theory, but again, I would love for someone to explain this with details explaining how the “O” in S.O.R. makes it significantly distinct from traditional behaviorism.

I did a google search on this. What I found was that Tollman differed from other behaviorists by assuming the existence of hidden variables that affect the behavior of an organism, for example hunger. These hidden variables reside in the organism, which would be the “O.”
