I’m not completely clear what your question is asking, but the term wu wei (无为) comes from the Daodejing (道德经). Check out the wikipedia article on wu wei. If you want better information, you’ll need to provide us with a better question. Are you looking for the origin of Chinese calligraphy or characters, or who made up the term “wu wei” or what?

Wu is derived from the character “dance”

Wei comes from the Shang form of ‘elephant’. The character in modern Chinese means behavior / action / rationale
