Can I swipe forward and backward when browsing the web on iPad mini?

That depends on the website you are viewing. A lot of sites now have “mobile” versions that are made to fit perfectly with your devices screen. So, only swiping up and down are necessary. This is so you can view the site more easily. But, if it is not a “mobile” site, then you can swipe in any direction as you please.
