Probably just as you put it, around Portland, Oregon. Generally speaking, most firework kiosks set up shop just outside of town along the highway, if you just take the nearest highway out of town toward nowhere you’ll find at least one shop.

m80s are illegal, so you’ll be hard pressed to purchase one in the United States

Not anymore, all currently manufactured M80s contain nothing more than 50mg of flash powder. M80 is just a name that has been popular over that past 50 years so many people will make firecrackers under the name of M80 or any other number just to make them seem more powerful while they are no more powerful than the others.

How far are you willing to go? If you must, your best bet is the Indian reservation.

Do be aware of the penalties:

“FIREWORKS – KEEP IT SAFE! KEEP IT CLEAN!

LEGAL DISCHARGE DATES & TIMES: Legal fireworks may be used from noon to 11 p.m. on June 28, and from 9 a.m. to 11 p.m. through July 5. (On July 4 only, fireworks may be used until midnight.) It is illegal to discharge fireworks at all other times. Fireworks may not be used in public parks or on school properties.

FINES: In the City of Vancouver the fine for a single violation for unlawful sale, use or possession of legal fireworks is $250, or $500 for illegal fireworks. (There may be additional civil or criminal consequences for injuries or fires caused by irresponsible use.) Outside Vancouver city limits, the Clark County Fire Marshal and other local law enforcement agencies have the authority to cite violators.”

I know that just north in vancouver along I-5 is/was Blackjack fireworks. Years ago, you could purchase firecrackers and bottle rockets if you showed out of state ID (oregon for instance). At that time, I had heard of the same type of place in portland called Uncle Sams, which operated the same way. Show Washington ID and they’d sell you firecrackers etc. I don’t know if they exist anymore. Couldn’t find them listed. I also don’t know the status of what Blackjack sells now.
