How much extra damage does Ryu's energy attack do when It is a fireball?

From Street Fighter II . Every 50 or so chi attacks comes out as a fireball. How much extra damage does it cause?

If you are talking about the original line of Street Fighter II games, it does not do any extra damage. It’s just an Easter egg added by the programmers. That said, fascination with and speculation regarding the palette swap did eventually inspire the creation of a new move for Super Street Fighter II and subsequent games.
