Can paralyzed people get the hiccups?

Since hiccups are spasms of the diaphragm, which is an essential muscle for breathing, I would say yes.

It depends on the cause of the paralysis. And hiccoughs are a type of dysphagia, which is common in people with various ailments, including paralysis.
