What does the FCC mean by "patently offensive"?

The context is as follows:

“The material must depict or describe, in a patently offensive, sexual conduct specifically defined by applicable law.

No body knows. It is one of those ‘catch-all’ words that have to be defined in court on a case by case basis.

Something like this.. patent leather is very offensive.

The quote looks incomplete. Please check the wording. At the very least, a word appears to be missing after “offensive.”

I’m pretty sure the FCC found Janet Jackson’s nipple to be “patently offensive”.
