How does an infrared cooking grill work and is it safe?

the short answer is that it works by emitting infrared light directly instead of burning something to get heat, or running electricity through a coil to create electrical resistance and thus create heat. it’s as safe and any electric stove… which is to say be careful not to cook yourself or leave anything flammable in the way.
