Is it true that the new iphone S can support live video?

And why hasen’t any one develope an app for it then?

I have the 3Gs, and it does take video. I rarely go to the app store, so I am unaware if any apps for video editing and effects are available. I’m sure they will appear in due time. I’d guess it isn’t easy to develop or to get through Apple’s security standards.
