Lochness Monsters Children's Cartoon?

I remember distinctly as a child watching a cartoon about lochness monsters, who each had a certain shell around their necks that were like their name sakes, or their talents and such. There were two children that found them, and could somehow go underwater and have adventures with them. (it sounds really similar to dragon tails, but is MUCH older, it was around 1996 that I was watching this)
I really want to find out what it is so that I can show my little cousin. I’ve googled everything I can think of, and so I’m reaching out to the internet.
