How can I make my own telnet server?

I want to be able to leave my PC at home, and have a telnet server like towel.blinkenlights.nl running, to display lines of text and ascii are. How can I do this easilly?

I also want to make one with a logon to acess different parts of the program. Maybe even a way to transfer files if that is possible. Thank you.
