How can I add a random flickering to a picture?

I have a picture of the aperture science logo glowing a blue-green, how can I add random flickering to it so that it looks like a faulty computer display. Not flickering constantly, but the kind in movies where it’s normal, lines/ static go over it and it returns to normal again.

I want to use it as a dreamscene background, and as a screensaver. I know how to convert a .wmv into a .scr.

Can any of you help me?
