Where can I find this Star Trek the Next Generation quote from Geordi La Forge and what is its deeper meaning?

Geordi La Forge said about his blindness that everyone should have a chance at life and the technology to make him see helped save the Enterprise… I think he might have been talking to an off worlder or Borg who said that they would have killed anyone with a birth defect…maybe Hue?
