Do you know this movie?

There was a movie I saw some time ago, there was a weather controlling satellite, and a massive video game world thing, the guy had a computer with a bunch of monitors set up in his basement or a warehouse thing, and he ended up having to stop the satellite. They tested it out by making lightning hit a ship in the ocean. There was a blue haired chick in the video game world part. Do you know this movie? It isn’t well known and apparently the name on the DVD is actually not what the movie is called.
