If someone sets up a gofundme do they need to report the income?

I assume most people with gofundme accounts don’t set up charity organizations.

Do people receiving the money need to report the money as income subject to taxes?

Does gofundme report donations to individuals to the IRS?

I know with the gift tax it’s the giver who is taxed, and there is no tax up to $15k, so does gofundme donations follow that rule?
