What would be needed to create a gravity-mill?

Instead of a windmill, a cog is created to spin around by the downward force of gravity. Does the sail that “catches” the force of gravity need to be attached to a “ghost” wheel we can’t fathom?

I am looking for the ultimate fidget-spinner. It just spins back around due to gravity.
