How can I find "free-lance" therapists for a Down Syndrome child?

My grandson was progressing well in the state Early Invention program, but now that he is in the local school district program, he is progressing very little. Does anyone know where to find “free-lance” therapists that will come into the home for such things as feeding therapy, occupational therapy, behavioral modification, etc.? Any kind of therapy that would help a Down Syndrome child?
