How many new orleanians came back or are coming back?

Sadly, not nearly enough are coming back. The last few times I went down, I saw loads of homeless people living under the I10bridge. More than ever and with children. I think New Orleanians are not coming home, but Mexicans sure are moving in. That is all you see in the hotels.
