Sadistic voyeurism and fetishism in film?

What do they mean and whats actually their significance in film?
I can guess in context of without film but not in context of film.

Following a female down the street with an idea of what you are going to do to her can form part of sadistic voyeurism. Including the fear of being caught. Fetishism is a lose term for such acts and falls under its heading.
