Actually yes! They own the patent and recipes. Check out the Wiki

The bakeries that produce the cookies have been told not to reproduce the cookies by GSA. Keebler (one of the GS cookie bakeries), however, makes a thin-mint copy called Grasshoppers. So while the actual GS cookie formulas are copyrighted, there is some leeway on lookalikes by the bakeries.
