I can never say I truly know someone. I know the name, the face, and mutual memories (some of them at least) but I never know a person.

Depends on what you mean by know someone. IMHO you will almost never know everything there is to know about someone. But I am pretty good at reading a person and in 5–10 minutes tops I know all I need to know about that person to know what motivates them and their true intentions in life. But I also know anyone can be corrupted at some point in time and that will happen no matter how well you think you know them.

A great book called Blink goes into great detail how our instincts can read people like a book.

You know a person if you know what are the things that person like or hates. And same thing the other person should know about you.

On your deathbed you look back and are not surprised by any of their actions or choices.
