What was the movie about a government controlled psychic?

I remember a movie, though maybe it was a TV show, about a man with psychic powers who was kept imprisioned (perhaps in a tank?) by the government. At some point he got very angry or maybe even went insane and turned his powers against his captors. Any ideas as to what it might be?
