Do you know the name of this short story?

The story was set in the future i think around 2030’s. It was about how society tried to make everyone equal when it came from ballerinas wearing sandbags to some people wearing headsets to make them forget things.
The main story is about this guy who is an outcast and he gos on national television and gets one of the ballerina and takes of her sand bags and they start to dance. By the end of the story he is killed by the government and everyone continues as if it never happen.
This was also made in to a short movie.
