What is the best state in the U.S regarding social healthcare?

While some parameters might be arbitrary, in general I refer to affordable healthcare of acceptable quality. Affordable can refer to decent insurance costs or cheap medical products and services. Also, it should be accesible to a reasonable portion of the local population with minimal to moderate incomes.

Alaska is a good one.

I googled “most affordable state for healthcare” and got this list:
Iowa.
North Dakota.
Hawaii.
Vermont.
Massachusetts.
New Hampshire.
Minnesota.
South Dakota.

The problem is, you have to live in those places. Health care may be affordable in Hawaii but otherwise Hawaii is very expensive. And who wants to live in North Dakota? (North Dakota is a great state to be from.)
