What would you do, what could you legally do (animal raising)?

Record it on a videocam or phone, then call the police. It is illegal to treat an animal this way in every place I’ve ever lived. The cops will send out people from the law enforcement division that handles this. This asshole needs to go down.

film it, film the abuse, ask him to stop and film it. then call the the police or animal control. Give them a copy of the film as evidence, and volunteer to testify against them.

I’m in the UK so that would be a call to the RSPCA, whether I had photographic evidence or not.
