How can I review apps from my iPhone?

I know that when I delete an app I can rate it by stars—but is there a way for me to write an actual review from my phone and not on the computer??

No, I’m pretty sure you have to do it from your computer.
I tried to write a review with my iPod Touch and I couldn’t find anything – you can only read reviews.
