Can AT&T iPhone 4 ever be used on Verizon or other network?

I’ve heard something about sim card modifications. I don’t want to modify the phone myself, but I do want to mention the possibility (if at all feasible) of using on other networks to buyers in my “iPhone for sale” ad on Craigslist.
