Why is my neighbour acting like this?

My neighbour recently turned 61 years old and has started to have house parties and invite a host of her friends over. My neighbour has also been getting intoxicated a lot more since being 61 and acting a mix between a teenager and young adult. I’m worried about her as she never acted like that prior to being 61. She’s also having on and off boyfriends and making out with them on her lawn at like 9pm while blasting loud music in the background. It seriously sounds like there’s a concert next to my house. She’s also started to run up and down the street at like 1 in the morning with her friends while drunk. I just want to know why she’s acting like this….
