Is there a way to make a person’s voice louder in a video?

If you have a video from Youtube and if a person is talking quietly in it, is there a way to increase the volume so you can understand them? Or what if there are multiple voices in the video talking at once, is there a way to isolate one of them to understand what they’re saying?

It’s not always going to work but you can use a mixer, either digital or analog to boost the frequencies present in the voice and attenuate any noise.
