What is the most, as a percentage of wealth or income, that a politician could propose that the rich be taxed, before the rich use their money to defeat that candidate.

There are plenty of billionaires who have publicly advocated for higher taxes on the wealthy. Bill Gates, Warren Buffet, Michael Bloomberg, George Soros, Howard Schultz to name a few.

But human nature being what it is, there is likely a point at which even those guys might say “That’s really not what I had in mind”.

The Koch Brothers, Sheldon Adelson, and the Walton Family have spent hundreds of millions to get their tax rates down to where they are now. They won’t quit spending against any increase whatsoever.

The most tax that is usually proposed is less tax.
