What should I do if my neighbors come out on their balconies to stare at us almost every time we open our front door to go somewhere?

Or the time when we arrive back home?

They’re basically playing the “we’re watching you” game because we’ve got a security system installed as our neighbors are criminals and they are bothered by it.

They watch our every move.

How to deal with this type of stuff?
It’s not illegal to stand on one’s balcony and stare. They’re quite blatant about their intentions.

One of these neighbors is a clinical psychopath with a full gang, and has committed scams and murders in the past.

The cops are corrupt.
The legal system is corrupt.

We can’t afford to move.

That seems upsetting and unfortunate. If they have committed murder, how are they not in jail? We’re they not caught? How then do you know about it? Perhaps you have evidence that could help with that.

All the cops in your city are corrupt? I’ve known a couple corrupt cops, but also some genuinely good ones. “All” seems like a lot.

Either way, you should feel better having a security system (I have one) and if all they’re doing is looking at you as you come and go, the simplest solution is to ignore them. Do not make eye contact. Do not engage. Happily go about your business. Eventually, they’ll likely get bored with this game and go do something else.

We keep our car in our garage and all departures and arrivals are done inside. The garage door opens by remote control.

@kritiper last time when we confronted them they came out to physically assault us.

@YARNLADY then they would just stand outside their houses in our sight of visibility so we could still see them from inside the car as we’d drive away or pull up in the street. They keep planning according to whatever new policy we adopt to avoid them. Standing downstairs instead of upstairs wouldn’t even be quarter as much effort as they’ve already put into stalking us. Sadly.

You could ramp it up a notch and install security cameras that will cover them as they stand there staring. Their odd behavior would at least be documented. (They also make fake ones,)

If you could install a fence that’s tall enough, it might help.

Go out in something really offensive. If you are an overweight white male, put on some beige Speedos before stepping out the front door. Maybe some ass-less chaps. You get the idea. It may gross them out or entertain them, either way, it might defuse the situation.

That sounds really uncomfortable. I wouldn’t confront them but would try to move as soon as you possibly can.

I would not engage with them in any manner. Ignore them, and as @Janbb says, move out as soon as possible.
If what you have said is true about these people, I’d borrow money from anyone that can help you and get out sooner rather than later.

If you have any gays friends ask them to kiss & cuddle while these morons watch.
Being almost certainly homophobic, this will repulse their diseased minds & halt the creepy spying.

Go about your own business and ignore there intimidation of which YOU also are looking at.
Moving out could be there motivation?
Do whats best for you and security devices are there for video taping anything unusual.

Did anyone else not read that these are gang leaders and murderers in the details? I would not be fooling around with them.

It could help to check the power steering fluid in your car and check the belt tension. Also check the belt tension on the alternator. And get that muffler fixed…

@cookieman yes they were caught, evidence and videos of the crime were released to the press, they were covered and interviewed in a criminal case documentary on the news as well, they were jailed too, but the cops took the bribe and now they’re free again. They are above the law.
