Can I select dropdown menus via keyboard in OSX?

Whenever I fill out forms, I tab through each input and always skip over the dropdown (e.g., State). Does a hack exist to not pass over them?

System Preferences—> Keyboard and Mouse—> Keyboard Shortcuts

At the bottom select “All Controls” under “Full keyboard access”.

Edit to add : This also makes it so tabbing will select other elements on the page. (like links) Control + F7 will turn this on and off.
