What movie is this?

I have seen this movie but I can’t remember what its called and I want to know the name.
It is about a little boy who gets adopted but is a trouble maker, and the mother wants to send him back but the father says no that he will not give up on him. Every other foster parent used to give him up. The kid writes to a bad kill who is in jail all the time telling him about the trouble he causes and the guy in jail is intrigued, he gets out of jail, and finds the person writing the letters but then finds out its just a kid and goes all crazy. The mother runs away with the bad guy. and the bad guy steals the kid ? Some scene is it is when the boy goes to a girls birthday party and ruins it.
