I thought it maybe by David Lowe but can’t seem to find it

I listened to it, and it doesn’t sound to me like anything but music composed to go behind a newscast. Not that I know the whole classical repertoire, by any means, but it doesn’t even sound classical to me. It sounds more like stock movie or TV show music made for the purpose of providing background.
