What current political ideology, person, or practice could be substituted in place of "Jimmy Carter" within this Reagan quote?

You can substitute any politician’s name for Carter’s and please somebody. That’s the point of political rhetoric (and rhetoric in general): it’s an all-purpose, mix-and-match sampler plate of bon mots.

But like most sampler plates, anyone with a refined taste will look at it and ask, “Where’s the beef?”

Ah, the eighties.
