What can be done to help those suffering from ship accident?
Improving technologies for them?

News:
AP reports that fatal boat accidents are common in Myanmar, a poor country with rudimentary transport and weakly-enforced safety regulations. Vessels ferrying people along the country’s coastline and rivers are often dangerously overcrowded, and accidents can have staggering death tolls.

Resort to the regulations vigorously enforced when Burma was a colonial state.

I agree that the technology will be no use, unless the ships’ owners and captains follow the health and safety laws

Regulations are usually put in place to provide for the safety of individuals, both those using a service or product and those of the general public. This type of thing is a prime example of what happens when you depend on a company (or individual) to voluntarily do the right things. Some will always be principled in their action, most will conclude that the risk to others is worth the additional reward to themselves. It usually boils down to Profits over People.

The favorite mantra of those who are slaves to the profit motive is ”Caveat Emptor”.

I’m in the USA, but I assume these practices are commonplace everywhere.

The other side of that point is that government (and the people in it) is often corrupt. Sooner or later there’s going to be some tragedy or other that happened as a result of the corruption in government, even when there’s a regulation in place, such as how we treat or neglect our war veterans. Often it’s a result of the government making contracts with the lowest bidder (I’m remembering the FEMA scandal/tragedy). Then when it becomes obvious there’s a problem, that same government doesn’t care enough to make them fix it.
